INFRASTRUCTURE PROGRAM GUIDANCE FORMS AND RESOURCES

The GLO strives to maximize community control of all infrastructure funds. The GLO has traditionally partnered with the Texas Association of Regional Councils and the Regional Councils of Government to distribute infrastructure funds to local communities following major disasters. Following the 2015 and 2016 Floods, the GLO administered state-wide infrastructure programs, giving local governments in the impacted area the ability to seek funds for needed projects through a competitive application process.

In each scenario, the GLO works closely with local communities to ensure that projects remain eligible for CDBG-DR funding and successfully progress through the grant process. Each project must undergo an environmental review, contractors must be procured properly under 2 CFR 200, and costs must be carefully tracked for duplication of benefits and eligible activities.

The GLO encourages all local communities and partners to carefully consider all federal regulations and relevant guidance from HUD and other subject matter experts when developing and executing infrastructure projects.
