GLO Citizen Participation Plans

The GLO’s Citizen Participation Plan for the Hurricane Harvey was developed based on the requirements outline the U.S. Department of Housing and Urban Development Federal Register Notice, Vol. 82, No. 247, Wednesday, December 27, 2017.

The streamlined requirements do not mandate public hearings at a State, entitlement, or local government level, but do require providing a reasonable opportunity (at least 14 days) for citizen comment and ongoing citizen access to information about the use of grant funds.

In addition, citizen participation and engagement is encouraged and required for approval of long-term disaster recovery plans.

Given the size of the impacted area and how disasters impact each region differently, local control through a regional approach is vital to long-term recovery. Each COG will develop local Method of Distribution of funds for buyout / acquisitions and infrastructure projects in their region and will conduct public hearings.  Each COG is also required to develop and approve Citizen Participation Plans.
