If you have received an email or a text from the Homeowner Assistance Program (HAP) in the City of Houston, please respond so that your application may continue to be processed. Nonresponsive and incomplete files will be permanently closed July 1, 2023.

Applicants who requested assistance from the City of Houston’s Homeowners Assistance Program; and were not contacted directly by the GLO, will continue being served by the City of Houston. These applicants should request updates on the status of their case from the City of Houston's Harvey Homeowner Assistance Program: https://recovery.houstontx.gov/hoap/.

How can the GLO help Houston homeowners?

The GLO can provide homeowner assistance through:

  • Repairing and rehabilitating homes
  • Reconstruction
  • Improving a damaged home so that it is more resilient against natural disasters
  • Elevating homes above flood level

Regional offices are open by appointment only until further notice to comply with social distancing protocols pertaining to COVID-19.

COVID-19 Procedures:

Prior to each appointment, applicants will be asked the following pre-screen questions: 
  1. Has anyone in your household been diagnosed with, or been in contact with anyone diagnosed with COVID-19 in the past 14 days?
  2. Is anyone in your household currently experiencing fever, cough, shortness of breath, or any other flu-like symptoms?
  3. Has anyone in your household traveled outside the U.S. within the past 14 days?
Upon arrival at your scheduled appointment, a trained team member will take the applicant’s temperature with a non-contact infrared forehead thermometer. All of our centers will maintain appropriate social distancing guidelines by ensuring 6’ separation is maintained between all applicants and team members.
