Disaster Recovery Reallocation Program (DRRP)
The Disaster Recovery Reallocation Program (DRRP) is designed to utilize de-obligated and unutilized Community Development Block Grant for Disaster Recovery (CDBG-DR) funds to provide the opportunity for communities with outstanding unmet need to access remaining CDBG-DR funds. The funds are allocated through the U.S. Department of Housing and Urban Development (HUD) and therefore must adhere to federally mandated deadlines and policies.
The call for projects was released Oct. 21 and will close Nov. 21, 2024, at 5:00 p.m. (Central Time). Only projects submitted by this time will be eligible for scoring and potential funding. Eligible entities can submit projects here - DRRP Call for Projects.

Background
On September 3, 2024, the Texas General Land Office (GLO) posted amendments to six state action plans. Each of the amendments includes the new Disaster Recovery Reallocation Program (DRRP), which allows the GLO to utilize de-obligated and unutilized funds within each action plan. The comment periods for all amendments have closed. The GLO will respond to comments submitted and send the action plans to HUD for approval.
The six actions plans* included in DRRP are:
- Hurricanes Ike and Dolly Amendment 7
- 2015 Floods and Storms Amendment 6
- 2016 Floods and Storms Amendment 8
- Hurricane Harvey $5.6 Billion Amendment 16
- 2018 South Texas Floods Amendment 2
- 2019 Disasters Amendment 3
*The action plans are drafts until approved by HUD. The GLO is moving forward with the call for projects while completing the approval process due to the tight timeline required due to federally imposed deadlines.
