The Hurricane Harvey Short Term Housing mission is a locally led, state supported and federally funded effort to return Texans to their homes and communities as quickly and safely as possible.

The FEMA application process for these programs ended November 30th. These programs are available with a presidential declaration tied to a specific disaster.

Temporary Housing Units (THU) Sales to Occupants Program

Recently FEMA has granted a Temporary Housing Units (THU) Sales to Occupants program for Hurricane Harvey survivors still residing in federally funded manufactured housing units and travel trailers. Commissioner Bush sent an official request on Oct. 12 requesting the sales program be made available for eligible survivors in counties and municipalities wishing to participate in the program.

Partial Repair and Essential Power for Sheltering (PREPS)

Following Hurricane Harvey, the Partial Repair and Essential Power for Sheltering (PREPS) Program was administered by the GLO under FEMA Public Assistance (PA). PREPS supplements emergency sheltering when communities are faced with needs that significantly exceed existing capacity. 

The program provided immediate, temporary repairs to homes that sustained less than $17,000 in FEMA verified loss. FEMA determines an applicant’s eligibility for the PREPS program.

As a Hurricane Harvey Public Assistance program, FEMA pays for 90 percent of the expenses, and the GLO will use up to $75,000,000 of the CDBG-DR Harvey allocation to cover repairs performed on homes.

PREPS Overview 

  • PREPS provides minor repairs to homes in locations with limited housing options.
  • Eligible properties have incurred limited damage displacing individuals from their homes.
  • PREPS allows basic, emergency home repairs – not to include finish work – so Texans can shelter in their home while they are completing permanent repairs.

PREPS Eligibility Considerations

  • FEMA determines program eligibility. Individuals and households can log on to or call 1-800-621-3362 to apply for assistance.
  • Individuals and households must reside in a county designated for Public Assistance and Individual Assistance.
  • Damage must be to a primary residence, and applicant must be the homeowner.
  • Home damage must be a result of Hurricane Harvey.
  • Program is for eligible properties that have incurred limited damage displacing individuals from their homes.
