2015 Floods - Harris County

Beginning May 4 through June 23, 2015, (Memorial Day) and from October 22 to 31, 2015 (Halloween), Harris County sustained significant damage from two major flooding events that resulted from severe storms, tornadoes, straight-line winds and flooding. As a result, Harris County received Presidential disaster declarations for both flooding events.

Harris County Method of Distribution

On June 17, 2016, in the Federal Register, Vol. 81, No. 117 (Public Law 114-113), the state of Texas was allocated approximately $22 million in Community Development Block Grant disaster recovery (CDBG-DR) (Public Law 114-113) and on August 7, 2017, in the Federal Register, Vol. 82, No. 150 (Public Law 115-31), the State of Texas was allocated approximately $11 million in additional CDBG-DR funding to be used in the recovery of the most impacted counties through the Presidentially declared disasters in May/June 2015 and October 2015.

The amount allocated to Harris County and affected jurisdictions by the GLO was $4,307,895 (except the city of Houston, which received a direct CDBG-DR allocation from HUD). As determined by the GLO's Needs Assessment, 68 percent or $2,929,368 must be spent on infrastructure, planning and economic development activities and 32 percent or $1,378,527 must be spent on housing activities.
